Joe Hartz

Senior Professional Staff, U.S. House Small Business Committee

Joe Hartz is the Senior Professional Staff Member for the House Committee on Small Business, Chaired by Representative Steve Chabot (OH-1). He is responsible for a wide breadth of the Committee’s legislative and oversight portfolio, including health care, telecommunications, workforce issues, and science and technology policy by way of oversight of the federal government’s Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) programs. He was the principal staff responsible for drafting, introduction, mark-up, negotiations with House and Senate counterparts for the 112th Congress’ H.R. 1425 the “SBIR/STTR Reauthorization act of 2011” which was included as Title LI of the National Defense Authorization Act of 2012. He also worked closely with House Armed Services Committee Staff to include a 5-year reauthorization of the SBIR and STTR programs in the National Defense Authorization Act of 2017.

A 17 year Capitol Hill veteran, Mr. Hartz began his career in the office of Representative Patrick J. Toomey of Pennsylvania in 1999. After working his way up from unpaid intern to Legislative Assistant, he moved over to become Professional Staff for Chairman Don Manzullo of Illinois and the Committee on Small Business in 2003. He is a graduate of the University of Pittsburgh with a dual major in Political Science and Anthropology.
